LANCASTER CITY COUNCIL SPECIAL MEETING PROCEEDINGS
The Lancaster City Council met for a Special Meeting to discuss the sale of city owned property located at 505 Central Ave S, Lancaster MN, Parcel #38.0019200 known as the Sports Complex, to the Lancaster Public School District #356 on Tuesday, November 25, 2025, at 5:30 P.M. in the Lancaster City Hall Meeting Room. Members present were Mayor, Kathy Bernstrom; council members present, Krista Matthew, John Stenquist, and Kevin Grabowska. Mayor Bernstrom opened the meeting by reading the first agenda item, “Consideration of Authorizing the sale of the city owned property located at 505 Central Ave S, Lancaster MN, Parcel# 38.0019200, known as the Sports Complex (“The North Six Hundred and Ninety feet (690’) of the West One-half of the Northeast One-quarter of the Southeast One-quarter (W½ NE¼ SE¼ ) of Section Thirteen (13) in Township One Hundred Sixty-two (162) North, Range Forty-eight (48) West.”) for recommendations of donation or sale to the Lancaster Public School District #356. Per correspondence with the city’s attorney, there should be a $1 sale price. The sale price will come with no abstract or title services provided by the city.” The clerk added that it was the attorney’s opinion to sell for $1 as long as there is a clear public purpose, the city does not have to sell the land for the estimated market value or put on bids. In addition, the clerk read the resolution 2025-16 as prepared by the attorney. Once read, all were in favor with a motion by Grabowska to sell for $1 with no abstract or title services provided by the city, second by Matthew and carried. Next, the council discussed the division of the attorney fees and expenses. Contingent upon acceptance by Lancaster Public School District #356, Stenquist made a motion for all attorney fees to be paid by the city, second by Matthew with all in favor, motion carried.
